Deputy Speaker of Parliament Thomas Tayebwa has warned that political leaders in Mitooma District who spread false information about the Parish Development Model (PDM) will face arrest. 

Tayebwa revealed that intelligence reports indicate some politicians are misleading beneficiaries by telling them they are not required to repay the PDM funds. He emphasized that the money is revolving, and recipients must pay it back after three years to enable others to benefit.

He made these remarks on Sunday during the launch of the Archdiocese of Mbarara Development Fund (AMDEF) at Bubagizi Parish in Mitooma District, where he serves as the chairperson. While condemning misinformation, Tayebwa commended women for embracing the PDM, noting that 12% of its beneficiaries nationwide were women, who play a critical role in household development.

Tayebwa also urged Christians to avoid religious divisions ahead of the 2026 elections, stressing that voters should prioritize candidates based on their developmental contributions rather than religious affiliations. Delivering the homily, Archbishop Lambert Bainomugisha of the Archdiocese of Mbarara encouraged youth to work hard and remain true believers, emphasizing that faith and diligence are key to a better future.

King Ceasor Mulenga, the chief guest at the fundraising event, highlighted the importance of generosity, stating, “Blessed are those who give back to the Lord.” Dr. Silver Mugisha, Executive Director of the National Water and Sewerage Corporation (NWSC) and Vice Chairperson of AMDEF, explained that the funds raised would support the Archbishop’s initiatives, including the construction of schools and health facilities.

He further announced that the Archdiocese plans to use funds collected between 2025 and 2026 to construct a commercial building worth 8.53 billion shillings in Mbarara City, which will serve as a long-term source of income for the church.

AMDEF was initiated by Archbishop Bainomugisha as a platform to mobilize resources for the development of the Archdiocese of Mbarara. The fund aims to support various projects, including education, healthcare, and infrastructure development.
